Viet Nam (VN) does not have any competitive product to export except low quality/price rice and crude oil, but these items can be easily export by any country. Other products such as clothing and shoes should be labeled "made in China" because materials, capitals and management came from China. China has to open these factories in VN to take advance of the quota (the annual import limit granted by US...to help a developing country such as VN), cheap labor and to avoid trade embargo from Europe and the US. VN government has talked much about high-tech products, but they are just disguised-origin products.The sad story about VN is that it could not competitively manufacture some low-tech products such as a gas lighter or a bycicle for domestic market. VN has been buying these low-tech products from China for years. I do hope that VN will withdraw it petition joing WTO for the sake of the Vietnamese.
